Free Speech under attack in Silverton

One homeowner in Silverton, OR has decided to exercise his first amendment rights by placing signs supporting President Trump and VP Vance.
Silverton Oregon is small progressive town that is very intolerant of differing viewpoints. The local leftists started a petition to have the signs taken down and are pressuring the Mayor in a private FB chat to have the city take action against the homeowner.
The Silverton Mayor, Jason Freillinger has stated that the city staff and legal council are looking at the issue. Requesting that "city staff move this as quickly as they can". He goes on to state that city council action may be required as the sign code might not address the specific signs in question to be enforceable. He further stated in a FB post an apparent willingness to take the issue to court as the city has done in the past.
This all seems like a lot for two signs on fence. How much of Silverton City resources have been diverted to this issue?
